West Vincent Township News
November 10, 2017
Dear WeatherStone Resident,
The following notice was received today from the township regarding an upcoming meeting on the sale of all of the sewage treatment facilities in the township including the one that services WeatherStone. This is an important decision that the Board of Supervisors will be making in the future. You may wish to attend the meeting, on November 20, 2017, at 7:00 pm, to understand the move to sell the operation of our sewage treatment facility, which the township currently operates.
There a couple of items that we are concerned about:
We hope to see many of you attend this very important meeting.
The Board of Directors
West Vincent Township Water & Sanitary Sewer Presentation Scheduled for
November 20, 2017 7:00 p.m.
This past year West Vincent Township contracted with Public Financial Management Advisors LLC, (PFM) to study and evaluate the Township’s water and sanitary sewer system. The Township has undergone this study in an effort to determine whether or not selling the system to a third-party entity would allow the Township to best serve the public by exiting the water and sanitary sewer business and instead focus its resources and energy on core government functions, while also ensuring safe and adequate utility services are provided for our residents. Based on the results of this study and due diligence period the Township recently issued a Request for Qualifications to explore options to sell the system.
At the next Board of Supervisors meeting on November 20, 2017 at 7:00 p.m. staff will present an overview of the project and progress to date. As the Township contemplates the sale of our sewer system please bear in mind we are sensitive to the needs of our residents in working to keep the utility rates reasonable while ensuring there is appropriate investment in the system’s infrastructure.
The Township currently owns and contracts operations for sewer plants located at the Weatherstone, Matthews Meadows, Stonecroft, and Saint Stephens Greene subdivisions, as well as the Stonerise Apartment complex. The Township owns and contracts operations for one water plant located at Saint Stephens Greene. Additionally, the Township anticipates taking dedication of a new sewer plant in the near future to serve the Courts at Chester Springs subdivision.
The meeting agenda will be posted in advance of the meeting on our Township website at www.westvincenttwp.org.

There a couple of items that we are concerned about:
- The new management does not impact the operation of this facility.
- The long term control of our sewer rate.
- The transfer of the reserve funds, accrued for the maintenance of our treatment facility, to the new administrative entity.
We hope to see many of you attend this very important meeting.
